With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Responsibilities
The Expert’s role is to provide support to the Program Manager in coordinating the principal activities of the Consultative Committee (Institutional Relations and Strategy, Members Relations and Business Outreach, and Financial, Legal and Internal Management). Outside of their domain of expertise (which falls under the Institutional Relations and Strategy activity), they are mainly responsible of ensuring joint coordination of the CC Secretariat’s efforts in supporting operational, administrative, and specialized activities of the CC. 1. Institutional Relations and Strategy a. Support the Program Manager with the development of the strategy of the CC – and implement and monitor associated domain work proposal and deliverables - for the Dubai cycle; b. Support the Program Manager in drafting and implementing the integration of the CC within the institutional architecture of the UPU (e.g. enforcement of Congress decisions relative to the CC, collaboration between the CC and other UPU bodies/sub-bodies) in close collaboration with the CC Management Committee and the International Bureau; c. Support the Program Manager in coordinating CC Members' interests with various UPU programs - and inversely - on activities fostering collaboration between the UPU and the wider postal sector; d. Draft the agendas, documents and reports of the CC; e. Serve as the focal point for the CA Secretariat (and POC if matters of the POC are involved) on CC matters in the context of the UPU sessions 2.Members Relations and Business Outreach a. Members Relations - Develop tools to monitor CC Members' feedback with the view to ensure Members' retention and maintain the CC's value proposition to the highest standard; - Develop and improve tools to facilitate stakeholder engagement both internally and externally (e.g. CC workspace) - Oversee the management of events (such as CC webinars) and development of CC sponsoring packages by the Business/Admin support consultant; -Oversee the development of the CC communication strategy by the CC Comms consultant in close collaboration with the UPU Communications; - Support and coordinate the CC Secretariat's efforts to respond to CC Members' various requests b. Business Outreach - Represent the Consultative Committee Secretariat in the absence of the Program Manager to recruit prospects at events abroad; c. Oversee the follow-up with prospects (potential new CC members) by the Business/Admin support consultant 3. Financial, Legal and Internal Management a. Budget - Support the Program Manager in drafting and monitoring the yearly allocated budget in collaboration with the Coordinator; - Coordinate the CC Secretariat's effort in tracking the payment of membership fees and follow-up with members when appropriate; b. Rules and governance - Work in close collaboration with the legal & stakeholder engagement consultant to ensure that CC rules of procedure and associated activities are up to date and in compliance with the UPU General Regulations c. Secretariat Management - Optimize internal workflows within the Secretariat in close collaboration with the Assistant - Monitor, lead and coordinate, under the supervision of the Program Manager, the work of the Team members and interns Oversee the training of young talents (interns) with the Assistant

Education
First level university degree (Bachelor’s degree or equivalent) in International Relations, Political Science, Business Administration, Communications or a similar field is mandatory. Advanced level university degree is an asset.
Job - Specific Qualification
1. Knowledge of relevant computer systems and applications; excellent understanding of and knowledge of software such as, but not limited to, Microsoft Office (especially Word, Excel, etc.); Advanced PowerPoint instruments, etc., is required. 2. Excellent knowledge of Web Content Management software is required. 3. Very good document writing skills. Knowledge of internal UPU formatting standards and internal procedures is desirable 4. Good knowledge of and interest in private-public partnership topics, current economic and socio-political events and developments is required. 5. Knowledge of functioning of international organizations belonging to the UN system or similar is required. 6. General understanding of the principles of work of the UPU Consultative Committee is desirable.
Work Experience
When first level university, minimum 3 years of professional experience in the sector of private-public partnerships is required. Experience in the UPU or in another UN agency is desirable Without Bachelor or equivalent, 8 years of relevant experience is required

Assessment

- Annual salary:(Net of tax): 56,046 USD - Post adjustment: 90.7% of the above figure(s).
